We’re glad you asked! In discussing building BolaWrap150® programs with some of our most successful partners across the country, we have identified a few key elements that are critical to incorporate in your program to maximize the success of BolaWrap deployments in the field.
These elements can be broken down into 4 categories:

BolaWrap IconSuccess is achieved when each of these elements comes together to form a structure, not when they are treated as individual categories. Each element supports a critical function of a successful BolaWrap150® program.

 

policyPOLICY

The foundation of a BolaWrap program is the agency’s policy. Both WRAP and our most successful departments have found that having a policy in place early on helps ensure that training and field use follow successfully. WRAP® recommends that the policy is finalized immediately following instructor training.

OUR PARTNER AGENCIES HAVE FOUND THAT THE FOLLOWING IS HELPFUL WHEN WRITING YOUR AGENCY’S POLICY:

  • Classify the device as a “remote restraint device.”
  • Do not categorize the BolaWrap® as a use of force.
  • If needed, work to remove obstacles in existing policy.
  • Follow WRAP’s recommendations to be consistent with tactical and operational considerations presented in BolaWrap150® instructor training.

Once instructor training and policy is in place, it is important to leverage momentum and excitement for the program to train your BolaWrap150® end users. When developing your end user training program, our successful agencies agree that it is important to:

  • Have your instructors bought in to the program. If your instructors lack buy in, that will transfer to your end users.
  • Define success and ensure your instructors are clear on what a successful use is, and make sure your end users know and are comfortable with that definition by the time they complete their training.
  • Don't be afraid to adjust the standard BolaWrap end-user training to best fit your department.
  • Train end users on the policy.
  • Train like we play! This can mean:
    • Training the BolaWrap150® along with your other tools and getting your officers used to carrying it and incorporating it into response with their other tools.
    • Practice using it early on in scenarios.
    • Do drills on the move whether subjects and/or officers are moving during the drill.
    • Think about scenarios where the BolaWrap150® can be used in your day-to-day policing. Get used to moving into the ideal deployment distance of 15’–20'.
    • Don’t watch the show, be the show! Remember to immediately follow up the BolaWrap150® deployment with detention when appropriate.
    • Repetitions, repetitions, repetitions. Make sure your end users are comfortable using the device and when/why to use the device.

arrestFIELD USE

After your policy is in place and end users are trained, it’s time to build on everything you’ve done so far and put your BolaWrap150® devices out in the field! During this phase of your program, our partner agencies recommend:

  • Documenting your BolaWrap150® uses (in accordance with your agency’s policy) and sharing successful uses with other officers.

  • Sharing bodycam video of successful uses helps keep excitement for the program going and reinforces training with all end users.

  • Review unsuccessful uses and determine if additional training or WRAP support is needed.

  • Continuously train with the BolaWrap. Incorporate the BolaWrap into other departmental training that may take place throughout the year.

  • Make sure officers have access to the BolaWrap device on their person. Keeping the device in a centralized location (like a vehicle) significantly decreases the likelihood that the device will be available early on in an encounter.
