We have established a Virtual Reality Training Platform designed to make law enforcement training more cost-effective and efficient. The Wrap Reality Virtual Training Platform (VTP) allows us to train a broad scope of skills with various tools. We specialize in de-escalation, process and procedure incident command, and community policing as well as the use of force. Our platform is designed to be utilized by law enforcement trainers in various ways. It is a wearable, fully immersive experience, giving 360-degree threat vectors, bringing the natural world's stress into the virtual space from every direction. Users will have the opportunity to master basic operations in under an hour and professional on-site installation and 'training of the trainer' are included.

We have an inventory of over 40 training modules with pertinent real-world, real-time scenarios designed by police training experts. They train several top skills and advance officer expertise in de-escalation, conflict resolution, process, procedure, and more. It has an innovative replay and review of each training session, with voice recordings of the officer, movements, and shot placement. The drone assisted coaching allows the instructor to analyze every angle of the replay to review movement and officer placement within the module.

The Wrap Reality Virtual Training Platform (VTP) is a comprehensive public safety training platform which provides first responders with the discipline and practice in methods of de-escalation, conflict resolution, and use of force to improve performance in the field. Our fully immersive simulator unites the best of modern enterprise technology with law enforcement content, to create a virtual training solution to better future policing. VTP allows law enforcement to experience 360-degree threat vectors that bring the stress of the natural world into the virtual space from all directions. The immersive modules provide exercises across a diverse selection of maps and environments.

We currently have a library of over 40 training modules with pertinent real-world, real-time scenarios created by police experts to improve conflict resolution skill sets. The pre-scripted modules will allow for consistent training across trainers, and regardless of the size and organization's budget. Agencies tend to face logistics and budget issues when training their staff, but the Wrap Reality Virtual Training Platform is compact, easy to set up, mobile, and cost effective. The system is easy to move and can be set up and dissembled in less than an hour, and the training space can measure between 10'x10' to 20'x20'. This eliminates the need to rent and clean a large building for training. In addition, the system is user-friendly, and requires only two staff members to operate, a trainer and a safety officer. This will significantly reduce an agency's training overtime budget.

Wrap Reality includes customizable controllers modelled to replicate all the essential policing tools of an officer: BolaWrap, CEW models, Glock or SIG full size handgun with optics, OC spray, rifle, shotgun, and more. In addition, an intuitive operator interface enables various decision-based outcomes across realistic training drills. With Reality Rewind, the platform provides the user with total control, allowing replay and review of each training session, including shot placement, trajectory, and accuracy.

While customization might change the actual delivery time, the client can be assured that from contract signature to delivery of the product is approximately four weeks.

PROPOSED SERVICES

A Fully Immersive Law Enforcement Training Space

Wrap Reality will provide the Wrap Reality Virtual Training Platform (VTP) which provides scenario-based law enforcement training. Our wearable fully immersive training space provides 360-degree immersion, so the user is surrounded; they are provided with an interactive environment which allows them to interact with objects around them. We have a library of over 40 training modules which include de-escalation, situational awareness, use of force, active shooter events, firearms training, individuals with dementia, suicide prevention, encounters with persons in mental crisis, duty to intervene, mass casualty prevention, and homeless persons communication.

The hardware we provide will include a wearable VR headset, desktop, and 3 force options of your choice. The available options include: a handgun Glock full size frame like 45 model with virtual optics, BolaWrap 150, OC-spray, AR15, shotgun, and CEW option of agency choice. The controllers are all modeled to replicate real tools and have an intuitive interface which enables decision-based outcomes across true-to-life training scenarios. The wearable headset and personal computer are brand name equipment with enhanced graphics capabilities. The software includes an instant replay functionality including Reality Rewind which provides a full recording of the training session, shot placement trajectory, accuracy, and two-way audio recording.

The Wrap Reality Virtual Training Platform is designed for ease of use. It is compact, easy to transport, and sets up in about 30 minutes. Basic operation can be mastered in under an hour, and we provide complimentary on-site installation and on-site training for all trainers. For the duration of the contract, we will also provide free software updates, which include bug fixes and user interface changes as well as any new modules that are developed. In addition, we provide free technical customer support by phone and TeamViewer.

The ADAPT software module allows the instructor to choose characters, backgrounds, and trainer mic allows endless opportunities to develop their own dialog with the student.

There is not an option for physical feedback to the student. However, during Reality Rewind the instructor and student can observe shot placement on the officer as well as the subject.

Weapon lights are available in the virtual realm and optional with physically fitted SIRT pistols and rifles with functional devices within the modules.

Wrap Reality offers up to 2 officers into a training module at a time. Each officer can be outfitted with up to 4 force options within the module.

Delivering the Total Hardware Solution Package

It is common in this industry to evaluate hardware as simply a means to the end goal of new, competitive software, rather than as a potential selling point itself. Instead of relegating hardware to a secondary role, the Wrap Reality VTP relies on top-of-the-line hardware to provide industry-leading space for development of new, more complex training programs and the smoothest training experience possible. Virtual reality is a notoriously demanding genre of software. While it is possible to run VR at a consistent quality on mid-tier hardware, the overall experience is vastly outclassed by best-in-class hardware, such as that used in Wrap Reality's PCs and headsets.

Wrap Reality's VTP and supporting infrastructure provides a realistic haptic experience through our use of custom Glock models with "red dot" optics and our patented BolaWrap Remote Restraint system modified for use in the virtual world. In addition to Glock models and our modified BolaWrap system, we also offer Conducted Energy Weapons, Shotgun and AR15 models, as well as VR-ready pepper spray.

Handheld models make up a small, but necessary, part of the total package. To fully immerse each student in every training scenario, the performance of the program must be flawlessly maintained at a high level. This means zero drops in framerate, latency, or other graphical/performance deficiencies, which requires top of the line technical specifications of both the VR headset and accompanying high-end PC.

The Wrap Reality Virtual Training Platform (VTP) comes stock with a suite of training programs, ranging from domestics to active shooter scenarios. While most training programs are designed with a singular outcome in mind, our custom-built trainings are simulations of real life where individuals determine the outcome through their actions. Likewise, the student's actions in the simulation environment determine the outcome. Wrap Reality's programs reflect or are simulations of real-life events, keeping each session grounded in the reality of what students are training for.

Unique to Wrap Reality is the Reality Rewind feature, which allows a full 360 degree rendering of each session, including a timeline, projectile trajectories, and scenario-specific data.

Northern York County Regional Police Department

The Northern York County Regional Police Department (NYCRPD) were looking for an effective and efficient training platform which would provide critical de-escalation training in different scenarios. We provided an in-person demonstration of our training platform including a hardware walkthrough as well as a guided demonstration of our training modules led by a trainer, who utilized the Virtual Training Platform (VTP) alongside our included force options to fully demonstrate the capabilities of our training platform.

By extensively walking them through all aspects of our platform, we were quickly able to demonstrate its value to their stated goal of promoting de-escalation training. Beyond this, we were able to assist them in understanding the best possible ways to use our VTP to meet their needs while ensuring that they fully took advantage of the advantages our system offered them. This resulted in full integration of our VTP into NYCRPD's training program, allowing their officers to be frequently and efficiently trained in de-escalation procedures. This system is still in use by the NYCRPD and remains a key component of their officer training program.

As part of our set up, the on-site trainer provided a full technical breakdown consisting of a setup walkthrough, hardware overview, software overview, and maintenance specifications. While Wrap Technologies provides continued support after the installation of our VR platform, we also ensure that our partners understand all technical aspects of our platform for their own benefit.

Wrap Technologies provided the NYCRPD with one hardware package consisting of our VR desktop, our headset kit, our wireless kit, tripods, 3 force options, 1 set of external speakers, additional base stations, and included cabling, power supplies, and chargers.

Chief Lash of the NYCRPD provided the following feedback on our VR platform:

We are very impressed with the WRAP Reality training simulator. We trained ten trainers and started rolling it out into our patrol division. Our officers are very excited about the simulator and how immersive and authentic it truly is. Anytime that we can reinforce good habits by putting officers in stressful situations in controlled environments, we create muscle memory so that they're prepared to react in the real world. We need to be prepared more than ever to respond appropriately, especially in today's political climate.

The variety of scenarios in the simulator and the ability to act out de-escalation tactics enables the officers to practice ending situations without using deadly force. This fits right into our training regimen. One of the best elements of WRAP Reality is the ability to replay a scenario so that an officer can walk around a scenario that he practiced in and watch himself to see how he reacted, what his actions were, and what he may have missed. To be able to correct any bad behavior or decision making on the spot allows our officers to improve and reinforce their training so when they're in the field in a similarly stressful situation, they can be prepared to make the right decision and go home at the end of their shift.

Our community sees the value in training with this device, as they realize we're trying to improve and refine our skills, and this is one of the best ways to do it. Training is a major focus in policing today, but it's expensive to take officers out of their shifts and train them. With Wrap Reality, officers can practice more immersive training and supplement their other training efforts. Virtual reality training can be used much more frequently, so officers aren't just showing up to an academy once a year for training recertification. There is also more opportunity for a variety in training - to cover all aspects of an officer's experience in the field, from cadet to retirement.

 

Edenton Police Department

Our partnership with Edenton's Police Department (EPD) has become a prime example of why the flexibility of our Virtual Training Platform (VTP) is a critical addition to police departments both large and small. EPD is a small department, so when we began working with them, we realized that they were having a difficult time building a high-cost training scenario for their officers. This made Wrap Reality a perfect fit for them, as it provides them with a high-quality training platform at reduced cost compared to other scenario platforms.

Since they are a lower-budget department, we took care to tailor our platform to their specific needs, ensuring that they received the ability to deliver quality training to their officers without straining their budget. Our ongoing partnership includes both hardware and software support as well as continued assistance with officer training. This has led to a positive reception from EPD as they are now equipped with the tools to promote world-class de-escalation training throughout their department despite their smaller size.

 

Las Vegas Metro Police Department

Wrap Reality has worked with the Las Vegas Metro Police Department (LVMPD) since 2021, and it has been a rewarding experience for both parties. We supply LVMPD with our Virtual Training Platform (VTP) while providing continued hardware and software support services to meet their needs.

Our partnership with the LVMPD has provided us with another opportunity to test the flexibility of our system as instead of deploying our VTP for use by officers in the field, the LVMPD instead uses it in their academy. Our training platform has become a core component in their academy program; potential officers in the LVMPD academy must successfully complete three of our scenarios at the beginning of training, and then three more at the end of their training, to graduate from the LVMPD academy. The use of our platform as an academy performance metric highlights its operational flexibility. At the beginning of our partnership, we experienced early hardware issues which were quickly resolved under warranty and through a hardware exchange. This experience resulted in a positive outcome for us and the LVMPD, as we were able to resolve the issue quickly and efficiently while ensuring that their needs were met.

As this is an ongoing partnership, we maintain regular visits with the LVMPD for both maintenance and further training purposes. These visits have been beneficial for both Wrap Technologies and the LVMPD; they allow us to continually tailor our platform to any of their changing needs, and having an on-site presence allows them to directly communicate critical feedback to us regarding the operation of our hardware and software components. This direct feedback is then incorporated into our module testing and software refinement processes, allowing us to continually improve our services for future law enforcement partnerships.
